Quebec Investor Program Policy Change - Canada Immigration

Government has confirmed to implement the new Quebec  Immigrant Investor Program - QIIP requirement starting from 15th August 2018. While the investment requirement is remained unchanged, the family net asset requirement has gone up to CAD 2 million. This policy change rumor has been going around for months and it was confirmed by GLOBEVISA on 28thMarch 2018, with a piece of internal document from the Government of Quebec.

The imminent change is a strong reflection of the future immigration direction of Canada. According to an analysis report written by Kareem El-Assal, Senior Research Associate at the Conference Board of Canada, writer stated Canada do not need Investor Immigration programs nor do they need investors. It is mainly because of the country’ wealth, in result the requirement of Immigrant Investor Program – IIP will be increasing in the next few policies revising in a foreseeable future. In comparison, the expected quota of skilled worker program has been increased according to the recent released 1,000,000 immigrants plan, skills & talents are in a higher demand.

UpToDate Requirement

Investment: Agreement to invest the sum of CAD$1,200,000 through an approved financial intermediary (this investment can be financed).

Applicant Net Worth: A minimum of CAD$2 million in legally acquired net worth, alone or with the help of their spouse or common-law partner if accompanying the applicant.  Assets such as property, bank accounts, pension funds, stocks and shares may be included.

Business or Management Experience: A minimum of two years of management experience (planning, supervision and control of the financial and the human or physical resources) over the course of five years prior to the submission of the candidate's application in a specific enterprise (agricultural, commercial, or industrial, OR management experience in a governmental or international organization) and in a position defined as full time.  The company must have a minimum of two full-time employees. It does not necessarily have to be profitable. It can also be an international agency, department or government agency.
